Before the Buganda Agreement of 1900 sighed, the Buganda Kingdom was an absolute monarchy under the leadership of the Kabaka. At that time, there were three categories of kabaka, 1st chiefs, also called bakungu or administrative chiefs, these were appointed by the kabaka, 2. the traditional Bataka chiefs plus the Batangole chiefs, who served as representatives of the king, they were responsible for overseeing the royal lands, maintaining internal security in the kingdom, as well as military functions. The Mailo country was then divided into members of the royal family, officials of the kingdom and a few individuals. The other beneficiaries were religious institutions. At the time of the signing of the agreement, the figures in the allocated areas were estimated. After the consultation, the contracting parties had to sit down together and conclude what the agreement had decided after the award. This culminated in the allocation of Buganda in 1913 Agreement.As consequence of Article 15, natives who did not fall into the categories of people to whom the land was allocated were rendered landless. They became squatters. The agreement also introduced the tax system to finance the new administrative structure. The current ruler of the Buganda Kingdom is known as Kabaka Muwenda Mutebi II, who has been in the lead since the restoration of the Buganda Kingdom in 1993. The head of the Buganda government is known as Katikiro Charles Mayiga, who was appointed Prime Minister by the King of Buganda in 2013.

The Buganda Kingdom has a parliament known as Lukiiko. The signing in 1900 took place after years of negotiations under the leadership of Bishop Alfred Tucker. No wonder the Anglican Church under the administration of the Church Missionary Society took the lion`s share in the new government after the agreement was signed. The agreement had three sections: power-sharing, the state finance system, and land. But this was associated with difficulties, as Kabaka Chwa was just a miner who did not follow the negotiations. The 1900 agreement also had other consequences, including the allocation of Buganda, which was considered a privileged position in relations with the colonial government. (Although the British signed agreements with Toro in 1900 and with Ankole in 1901, they were not as detailed or privileged, while they did not bother to sign such agreements with the other territories that, over time, became part of the protectorate.) Remarkably, none of the other kingdoms had signed earlier treaties that recognized or accepted Britain`s protection, as Buganda had done. .
